Reconstruction of Ukraine with respect for integrity, accountability and transparency

On 16 March 2023, in Kyiv the Deputy Prime Minister for Restoration of Ukraine – Minister for Communities, Territories and Infrastructure Development of Ukraine Oleksandr Kubrakov and the Head of the European Union Anti-Corruption Initiative (EUACI) Allan Pagh Kristensen signed the Memorandum of understanding between the Ministry and the EUACI.

‘Anti-corruption reform is one of the Ministry’s priorities.  Citizens and stakeholders need to be confident that all funds will be used efficiently and strictly for their intended purpose. Implementation of anti-corruption activities is mandatory for Ukraine’s reconstruction’, the Minister Oleksandr Kubrakov stressed.

 

The EUACI supports the efforts of the Ministry to implement the best practices of integrity and good governance regarding the process of recovery and reconstruction. The cooperation between the EUACI and Ministry will include support to the development of a national geographic information system, monitoring regional development and recovery, and the establishment of an Integrity Support Group attached to the Ministry in order to provide high level expertise and advisory functions.

 

‘Signing of the Memorandum demonstrates the Ministry’s strong commitment to values of transparency, accountability and integrity and to preventing corruption. It also demonstrates our program’s – the European Union’s and Denmark’s – wish to assist you in this endeavor.  We believe that our close cooperation will contribute to mitigating corruption risks and will promote a transparent recovery of Ukraine’, the Head of the EUACI Allan Pagh Kristensen said.

The Team Leader of the “Integrity cities” component of EUACI Taras Sluchyk, Deputy Ministers Oleksandra Azarkhina and Serhiy Derkach participated in the meeting. The key priorities for cooperation and the main challenges facing the Ministry and State Agency for Reconstruction and Development of Infrastructure of Ukraine were discussed.

The Ministry for Communities, Territories and Infrastructure Development of Ukraine ensures the formation and implementation of state regional policy, state policy on local self-government development and state recovery policy. It was established in December 2022, when the Government of Ukraine merged two Ministries to coordinate and manage the process of the post-war recovery.
