Andriana Velianyk
Communication Specialist
Since 2024, Andriana works at the EUACI's communications team, where she is responsible for content management, supports event organisation, and engagement with the media and other partners. She previously worked as a journalist for both Ukrainian and international outlets, in particular covering Ukrainian domestic politics and anti-corruption reforms. In 2021–2022, she worked at the Center for Content Analysis. Andriana is an alumna of the U.S. Exchange for Digital Content Creators 2024 (DCN Global) and the Journey: Journalism Bootcamp 2023 (Bakala Foundation). She studied Advertising and Public Relations at Taras Shevchenko National University of Kyiv.
Anna Martsinkiv
Monitoring and Evaluation Expert
Anna is responsible for assessing results, validating assumptions, and identifying learning. She organizes, compiles, and quality-assures EUACI’s reporting. Anna also conducts technical studies of selected activities or partners, ensuring reporting to the EU’s digital platforms.
Since 2010, she has had the opportunity to develop an in-house capacity for program monitoring and evaluation at the biggest international programs and philanthropies. During 2018-2020, Anna supported the development of the reform roadmaps (circa 50) and performance indicators for more than a dozen ministries and governmental agencies and trained several hundred civil servants in results-based methodology (RBM).
Anna Perederii
Junior Legal Expert on Anti-Corruption
Anna provides legal, analytical, and programmatic support within EUACI’s efforts to strengthen Ukraine’s anti-corruption institutions. Her work includes legal and policy research, monitoring anti-corruption reforms, preparing analytical materials, and supporting cooperation with key stakeholders. She joined EUACI in 2024 as an intern and subsequently worked as a Junior Legal Analyst before taking on my current role. She holds a bachelor’s degrees in Law from Yaroslav Mudryi National Law University and International Economics from V. N. Karazin Kharkiv National University, and completed an Erasmus+ exchange at Tallinn University of Technology. She was actively involved in anti-corruption youth initiatives.
Artur Karvatskyi
Project Manager in the field of Anti-Corruption Policy and EU Integration
Artur works on anti-corruption policy across different sectors, linking the reform process to the broader context of Ukraine’s European integration. Before joining the EUACI, Artur worked at the Council of Europe and the International Development Law Organization, focusing on systemic issues in the criminal justice sector and the functioning of prosecution services. Artur also has experience in the civil society sector, and in pre-trial investigation bodies.
Oleksandr Hlotov
Expert for Integrity Reconstruction
Within the EUACI framework, Oleksandr moderates teams of experts involved in the analysis of design, estimate, and other technical documentation for factory-kitchen facilities and school canteens. Prior to his current role, Oleksandr worked at KPMG Ukraine as a lawyer, where he provided comprehensive legal support, conducted legal due diligence, and advised on compliance, public procurement, and contractual issues for large-scale projects in the public and infrastructure sectors.
Vladyslav Hriekhov
Project Manager for media and civil society empowerment
Vladyslav is working on the engagement with civil society actors in the field of anti-corruption. He implements and supervises the EUACI grants programme and capacity-building activities for EUACI civil society partners to strengthen their capacities.
Vladyslav Hriekhov has expertise in enhancing the capacity of civil society, creating effective collaboration between NGOs and government authorities and analyzing and improving legislation in the field of corruption prevention and counteraction. In 2020-2021, he worked as an assistant to a member of parliament. Between 2021 and 2023 he played an important role in conducting reform of the High Council of Justice.
Evheniya Medvedenko
Procurement and accounting expert
Evheniya works with the procurement, tenders and management of the contracts as well as the financial issues to ensure the effective and smooth operation of the EUACI office.
She has more than 8 years of experience in procurement, grant management, accounting and audit within the international organizations in Ukraine.
Iryna Lazebna
Administrative Assistant
Iryna is responsible for managing the office's day-to-day administrative tasks, including coordinating program activities and maintaining communications with all staff. She provides ad hoc support as to translation and interpretation and assists in organizing travel and accommodation arrangements for staff and external parties.
She performed as a People Advisory Specialist, overseeing the entire employee lifecycle within the company. Previous administrative and managerial roles provided Iryna a strong understanding of organizational processes.
Oleksandra Miroshnyk
Project Manager in the field of Anti-Corruption
Oleksandra is responsible for the EUACI’s strategic engagement with primarily the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialised Anti-Corruption Prosecutor’s Office (SAPO). She leads capacity-building initiatives and provides legal, analytical, and institutional support aimed at strengthening their operational effectiveness. Her work contributes to the sustainable development of Ukraine’s anti-corruption ecosystem.
Oleksandra holds an Advanced LL.M. in International and European Public Law from KU Leuven, with a focus on international criminal law and humanitarian law and was awarded a scholarship to study at Columbia Law School. Prior to joining the EUACI, she worked in the field of international arbitration at MDisputes (Florence, Italy) and co-organised the All-Ukrainian Anti-Corruption Moot Court (VAM) for law students.
Oleh Chernenko
Senior Project Manager for Integrity Cities
Oleh is responsible for supporting cities in implementing best integrity practices in the recovery process. This area of work primarily involves cooperation between the program and local self-government bodies, including the Integrity Cities. Until April 2025, he served as the Director of the municipal institution “Khmelnytskyi Development Agency.” Previously, he worked for an extended period in a number of anti-corruption initiatives — the CHESNO Movement, Transparency International Ukraine, and the USAID project “Support to Anti-Corruption Champion Institutions in Ukraine ‘VzaiemoDiiA!’” — holding positions as a coordinator and analyst.
Maryna Sichkar
Project Manager on Enhancing Integrity in the Defence Sector
Maryna implements the project "Enhancing Integrity in the Defence Sector", aimed at strengthening transparency and accountability in the field of defence procurement, and building the capacity of state institutions to effectively prevent and combat corruption in the defence sphere.
Maryna is a lawyer and specialist in anti-corruption compliance in the defence sector, who has proven experience in legal representation and protection of the interests of a state defence enterprise, and as the head of anti-corruption compliance units, she was implementing the anti-bribery management systems in the state defence industry and defence procurement.
Pavlo Kozak
Finance Expert
Pavlo ensures that the financial administration of projects fully meets EUACI standards, procedures, and requirements. He prepares and implements annual financial reports and deals with all questions arising in the financial area.
He has 11 years of experience working in international projects, beginning with a small NGO in 2013 and ending with the main anticorruption EU project in Ukraine.
Serhii Kononenko
Information Technology Expert
Serhii is responsible for managing of IT projects for key anti-corruption intitutions. He has spent much of his career working in the defense sector, advancing from an IT engineer to the head of an IT unit. His experience spans both the public and private sectors, including civilian security and defense.
Prior to joining the EUACI, he served as an IT expert with the European Union Advisory Mission in Ukraine. Serhii holds a Chief Information Officer Certificate from the U.S. National Defense University and master's degrees in Software Engineering and Information/Analytical Support from national universities.
Ulyana Tybinka
Project Expert for Integrity Cities
Ulyana is responsible for supporting Integrity Cities in enhancing integrity in the reconstruction process and implementation of good governance and best practices in close cooperation with EUACI’s advisors to the city mayors.
She worked for 15 years in the Lviv City Council, where she organized the external activities of Lviv deputies and the exchange of management experience between Lviv deputies and representatives of foreign and Ukrainian cities.
Andrii Khymchuk
Project Manager in the field of Anti-Corruption
Andrii is in charge of capacity building of the High Anti-Corruption Court and support of the ongoing HACC competition, in particular, with supporting of the Public Council of International Experts.
Before the EUACI, Andrii worked at the International Development Law Organization as a Personal Legal Assistant, and at DEJURE Foundation NGO, where his latest position was Senior Lawyer and Digital Transformation Manager.
