The document addresses an important gap: according to the national survey conducted by InfoSapiens and funded by the EUACI, 72% of citizens identify corruption as one of the key problems of the state, yet only 18% had personal experience with it in 2025. The Strategy’s goal is to bridge that gap by moving beyond informing citizens about anti-corruption to equipping them with the practical skills to use alternatives to corrupt practices.
Work on the Strategy began in May 2025. The National Agency on Corruption Prevention held a series of working meetings with civil society organisations, media, and communication experts from both the public and private sectors. The EUACI’s experts were involved in the development of the Strategy and organisation of the consultations.
Four strategic goals:
- raising citizens’ awareness of corrupt manifestations and accountability for them
- increasing the use of digital services as alternatives to bribery
- strengthening citizens’ active involvement in anti-corruption efforts
- developing the communication and data infrastructure to implement and evaluate the Strategy
