The Integrity Assessment of the communal water supply enterprise Mykolaivvodokanal was presented on 5 March in Mykolaiv. The Danish Ambassador Ole Egberg Mikkelsen welcomed the participants.

“We are grateful to the EU Anti-Corruption Initiative for supporting the city in its pursuit of good governance. After the assessment of Mykolaivvodokanal, we will develop a roadmap for minimising risks, based on the recommendations. Thereafter, other enterprises – Mykolaivelectrotrans and Mykolaivoblteploenergo – will follow this path of transformation,” mentioned the Mykolaiv City Mayor Oleksandr Sienkevych.

Allan Pagh Kristensen, the Head of the EU Anti-Corruption Initiative, said “The EUACI has been working with Mykolaiv since 2022. From the very start we had a joint ambition of creating the best practices of reconstruction in Mykolaiv. It is not a coincidence that we have conducted an Integrity Assessment of Mykolaivvodokanal. The issue about the lack of clean water to Mykolaiv is well-known. And the enterprise will need big investments in the coming months and years. Many of them will probably be funded by international donors. Therefore, it is important for an enterprise like Mykolaivvodokanal to build trust and demonstrate integrity and transparency in its work”.

The EUACI is assessing the integrity of communal enterprises in its 6 Integrity Cities. The assessment methodology was developed by the EUACI and Deloitte based on international standards. The assessment of Mykolaivvodokanal included an assessment of 87 indicators in 9 key areas of activity such as public procurement, ethical aspects, finance and economy. Based on the assessment results, Deloitte concluded that the company has a significant potential for further development.

The 5 March event furthermore featured a public discussion on “Transformation of Critical Infrastructure Enterprises in the Time of War: Challenges and Needs”. The discussion involved the Mayor of Mykolaiv Oleksandr Sienkevych, Team Leader of the EUACI Integrity City component Taras Sluchyk, Director of Mykolaivvodokanal Borys Dudenko and the Deloitte representative Yegor Grigorenko. Roman Ilyk, Director of Zhytomyrvodokanal, and Andriy Kolesnyk, Development Director of Chernivtsivvodokanal also shared their experience of effective operation and optimisation of communal enterprises.

The reports on the results of the integrity assessment of Mykolaivvodokanal are available in two languages – Ukrainian and English.
