Steps for Specialists. Procedural Issues of Restoration in Territorial Communities

Restoration and recovery of the communities are urgent issues today. These are fundamental components of our resilience and key aspects that empower the country to resist enemy aggression.

This was discussed on 6 October in Kyiv during the conference “Steps for Specialists. Procedural Issues of Restoration in Territorial Communities”,  organized by U-LEAD.

Taras Sluchyk, the Head of the EUACI’s Integrity Cities component, joined the discussion panel “Building Back Better: Basic Principles of Recovery, Reconstruction, and Modernization in Ukraine”.

During the discussion, he outlined important changes recommended to  be implemented in territorial communities in order to minimize corruption risks during reconstruction. 

1. Engage high-professional project managers.

If there are none, provide them with quality training. This will enhance their efficiency and knowledge in project management, contributing to successful implementation.

2. Effective procurement managers are a key element of successful recovery, especially concerning infrastructure.

Without competent procurement managers, there may be problems with the availability of necessary resources for recovery. This, in turn, can slow down the pace and effectiveness of recovery.

3. The control ensured by internal auditors is extremely important, particularly in situations where international aid is provided.

This control is fundamental to planning and the targeted use of financial resources. Additionally, internal audit helps build trust with both internal and external stakeholders.
