Cooperation with Mykolaiv on the transformation of the municipal sector continues. At the request of Mykolaiv Mayor Oleksandr Sienkovych, the EUACI supported the competition for the selection of the director of the Municipal Enterprise Mykolaivvodokanal, the establishment of a supervisory board, the update of procurement procedures, and the introduction of a KPI system at the company.
These steps have already brought concrete results. The enterprise managed to achieve savings of UAH 20 million in the first half of 2026.
The total amount of savings was generated in two key areas:
- UAH 16 million – savings by improving the organizational structure: the workforce of the “Dnipro–Mykolaiv” water pipeline division was optimized, and duplicate management functions among administrative staff were eliminated.
- UAH 4 million – savings by procurement oversight: a reduction in the expected value of procurements following control measures conducted between April and August 2026.
The next step in the transformation is the development of the ME’s internal audit system. The EUACI continues to support Mykolaiv and other partner cities in implementing tools for transparent, accountability and integrity governance.
