The NABU Audit Commission approved its Methodology

The Commission to evaluate the performance of the National Anti-Corruption Bureau (NABU) has now approved and published its methodology. The Commission consists of three independent international experts nominated by international donors and appointed by the government of Ukraine. 

The evaluation will cover NABU’s activities during the period from 6 March 2023 (date of appointment of the current Director) to 18 November 2024 (Criteria and Methodology approval date). This evaluation process involves not only a thorough examination of the bureau’s internal structures and processes but also a review of its adherence to legal standards and its impact on reducing corruption in Ukraine. 

The document defines the objectives, principles and process of evaluation needed to reach a conclusion on NABU’s effectiveness and identify areas for improvement. 

“Defining objective criteria to measure effectiveness, especially for an organization like NABU, presents significant challenges as there is no uniform, internationally accepted list of benchmarks to measure the effectiveness of an anti-corruption agency. Our focus is on objective findings and actionable recommendations for enhancing processes rather than simply assigning labels of success or failure,” — Robert Westbrooks, Head of the Commission for Conducting the External Independent Evaluation (Audit) of Effectiveness of NABU commented.

The EU Anti-Corruption Initiative (EUACI) provides technical support to the Commission together with IDLO – International Development Law Organization. This support includes a secretariat in Kyiv, a group of legal analysts and logistical support to the auditors.
