On 6 August, state enterprise Prozorro marked its 10th anniversary. The public event brought together government officials, international partners, business representatives and the wider procurement community to reflect on the system’s development and its role in reconstruction and EU integration.
Olha Kolodochka, the Team Leader for Mitigating Corruption Risks in Construction at the EUACI, shared the program’s results and approach to ensuring integrity, transparency, and accountability in reconstruction.
“Integrity in reconstruction is not only about detecting corruption, but about preventing and a system’s ability to identify risks in advance, fix mistakes, build institutional capacity, and consistently deliver results. If we only state a violation, the system does not change. Next year, another community repeats the same mistake,” marked Olha during a panel discussion, ‘From Development Partner Funding to Reconstruction’.
The goal, she stressed, is not simply to find violations but to teach, provide communities with knowledge, consultations, templates, checklists and training so they can fix a risk before a contract is even signed.
The EUACI applies this principle in its project monitoring the state subvention for school canteen modernization together with the Ministry of Education and Science of Ukraine and School Nutrition Reform Team. Combining Prozorro data with market data helps compare prices, spot unusual patterns, and see where a closer look is needed. The EUACI is applying this principle to develop an IT tool for the systematic monitoring of food prices and catering service costs in schools.
