In July, the EUACI team visited Ukrainian cities Boyarka, Fastiv and Myrhorod to discuss with city councils areas of possible cooperation. These cities are eager to adopt integrity best practices, implemented by the EUACI in partner Integrity Cities.
In Boyarka, the EUACI representatives discussed key steps the city is taking toward building integrity-driven governance. The focus was an integrity assessment of the city hospital; development of a Municipal Integrity Plan, as the city’s current anti-corruption programme is now completed and it is looking to move to more modern approach; an independent analysis of procurement procedures, from planning and organisation to contract execution; and the establishment of a full-fledged internal audit system. The delegation also learned about what Boyarka is already implementing on its own.
At the meeting, the EUACI team and officials from the Fastiv сity сouncil talked about transparency in the accounting and distribution of humanitarian aid, and an integrity assessment of the municipal enterprise city hospital. Fastiv also shared its own experience in implementing integrity standards. The city has developed an anti-corruption programme and anti-corruption officers are in place across its municipal enterprises.
In Myrhorod, the EUACI team discussed implementation of integrity policies in public procurement, independent technical supervision in construction, the creation of a geoportal (GIS) and an assessment of corruption risks followed by the development of a Municipal Integrity Plan.
The EUACI supports communities that seek to systematically develop good governance and implement modern tools for transparency and accountability. Openness to change is exactly what ensures the successful implementation of integrity practices to increase the effectiveness of local self-government.
In Boyarka, Fastiv and Myrgorod, next steps include finalizing a roadmap of activities and moving into implementation.
