Financing Ukraine’s Recovery: Transparency, Accountability, and Integrity Enhancement

On 2 November, the EU Anti-Corruption Initiative and the Ministry for Communities, Territories, and Infrastructure Development of Ukraine co-hosted a conference “Financing Ukraine’s Recovery: Transparency, Accountability, and Integrity Enhancement.”

The purpose of the event was to draw the attention of Ukrainian stakeholders and international partners to the need to ensure transparency, accountability and integrity in the funding mechanism for reconstruction and to provide recommendations to that end. Representatives of embassies, CSOs, experts, and media joined the event.

Ambassador of the EU to Ukraine Katarina Mathernova, Ambassador of the Kingdom of Denmark to Ukraine Ole Egberg Mikkelsen and members of parliament provided welcoming remarks.

Deputy Prime Minister Oleksandr Kubrakov spoke about the significant results of Fund’s work, which provided financing for regional recovery projects.

“The experience of the Fund for the Elimination of the Consequences of Armed Aggression is illustrative: effective procedures developed, local communities involved, and all discussions held. We have also approved a transparent methodology for prioritizing projects, which will become the basis for the Fund 2.0. All regional projects funded this year from the Fund were included in the DREAM digital ecosystem. The successful experience of the Fund should become a model of transparent recovery, enshrined in law,” the Minister emphasized.

Head of the EUACI, Allan Pagh Kristensen explained: “The fact is that Ukraine does not have a fund for reconstruction that lives up to the values of integrity, transparency and accountability. Therefore, this ongoing work by the Ministry is so important. Basically, it is about ensuring a Ukrainian reconstruction framework that can be trusted by Ukrainians and international partners”.

The conference served as a platform for discussing the key challenges and prospects for future financing of Ukraine’s recovery. The EUACI expert Iryna Kovalenko shared the results of the integrity and corruption risks analysis of the Fund for the Elimination of the Consequences of Armed Aggression (the Liquidation Fund).
