Effective and Transparent Work with International assistance: Mykolaiv’s Experience

The issue of using international assistance has become particularly relevant in the context of anti-corruption efforts amid increasing support for Ukraine by international partners.

In 2022, the Mykolaiv City Council began cooperation with the EUACI as part of the Integrity Cities project. Thanks to a fruitful partnership and focused work, the city has achieved impressive results in a fairly short period of time. This experience became the basis for developing a valuable resource that can be useful for other Ukrainian cities.

Today, Mykolaiv is ready to share its experience of cooperation in implementing good practices with other cities.

The Mykolaiv City Council, together with the EUACI experts, prepared the Handbook “Assistance to Cities: Guidelines for Good Governance and Control. Experience of Mykolaiv City Council”. The document contains recommendations and sample decisions for local government managers on regulating and streamlining procedures for handling international assistance.

The developed recommendations are a source of practical advice for other cities seeking to improve their international cooperation activities. This Guide is a roadmap for Ukrainian cities to ensure responsible and effective use of international assistance.

These recommendations will also help to build trust and build stable partnerships with international organizations and partners.
