Can Ukrainian cities be transparent?

The results of a study of transparency of City Councils during the full-scale war, presented by Transparency International Ukraine, showed that they can. This year, 5 cities were recognized as transparent: Dnipro, Drohobych, Lviv, Mukachevo and Ternopil. 23 cities were recognized as partially transparent, while the remaining 52 – non-transparent. Overall, a better result than last year.

EUACI’s partners Integrity Cities – Zhytomyr, Chernivtsi, Chervonohrad, and Mykolaiv – were named “partially transparent.” Chervonohrad achieved the best results and left the category of ‘non-transparent’ cities.

The assessment was based on 50 indicators related to the transparency of City Councils’ activities, the publication of information on official resources, public access to data, and opportunities for internally displaced people.

On 17 April, during the public presentation of the assessment results, the Head of the EUACI, Allan Pagh Kristencen, mentioned:

“Transparency International Ukraineʼs work has become an essential guide for the local authorities to become more transparent. The assessment of cities is a sound competition between cities, allowing them to track their results and compare with others. Despite the war and all the challenges facing cities in Ukraine, we are quite impressed with the progress in transparency. And we know there is a close linkage between more transparency and less corruption. Through our Integrity Cities concept, the EUACI provides support and integrity tools to cities to help them be more effective and more transparent. We help them to develop municipal integrity plans, promote citizen engagement in decision-making, and provide essential IT tools.”
