Ukraine’s reconstruction requires not only funding, but also effective safeguards to prevent corruption in this process

EUACI has supported a comprehensive training programme for NABU detectives and SAPO prosecutors on investigating corruption in the reconstruction sector. The first modules have already begun.

The programme covers the full lifecycle of a construction project: from the institutional and legal framework and project documentation to work acceptance, financial monitoring, and audit. Each module addresses both the technical aspects and the corruption risks and sources of evidence at every stage.

🔍 The capacity of anti-corruption bodies to investigate abuses in reconstruction is one of the key conditions for Ukraine’s effective and transparent recovery.
