The Chernivtsi City Council has launched an Internal Audit Department — an independent unit responsible for overseeing the efficient use of community resources, and for providing risk management.
The regulations for the newly established unit, as well as further activities, are being implemented with the support of the EUACI.
The Internal Audit Department will operate in accordance with the updated Global Standards, which came into force in January 2025. Its activities will focus on improving planning and decision-making processes, strengthening internal control in the City Council, and increasing the efficiency of risk management in the work of executive bodies and municipal enterprises.
“In order to ensure the efficient use of funds, prevent errors in the work of executive bodies, municipal enterprises, and institutions, as well as increase budget revenues, the City Council has established an internal audit department. We aim not only to address problems but also to work on their root causes. Risk management in budget funds and municipal property administration, along with improving the internal control system, are key areas we plan to develop further,” said Roman Klichuk, Chernivtsi City Mayor.
The department’s key tasks are:
- Conducting audits to assess the efficiency of budget spending and asset management.
- Analyzing internal control systems and risk management processes.
- Providing recommendations for improving financial management and addressing identified shortcomings.
- Monitoring the implementation of budget programs and municipal projects.

The launch of an Internal Audit Department marks a transformative step in managing community resources. The EUACI fully supports the city in this important effort and is ready to share our expertise with others,” emphasized Taras Sluchyk, Team Leader of EUACI’s Integrity Cities Component.
The development of internal audit functions in local government is a key area of cooperation between the EUACI and Integrity Cities. Chernivtsi is the second city to implement the transformation, following Zhytomyr, where an internal audit system was introduced in January 2025 in line with the updated Global Standards.
