On 4 November, the European Commission presented its annual Enlargement Report, assessing Ukraine’s progress towards EU membership.
Despite Russia’s ongoing invasion, Ukraine continues to advance reforms and its EU accession negotiations. Four negotiating clusters have been opened over the past year, and the Commission confirmed that Ukraine has met the conditions for opening the remaining clusters.
“Ukraine has continued to advance on key sectoral reforms. Its institutional framework for combating corruption remains effective, with specialised anti-corruption institutions continuing to operate overall independently and effectively. The focus should now be on meeting the interim benchmarks under the rule of law, as well as delivering on the roadmaps concerning the rule of law, the functioning of democratic institutions and public administration reform, and on the action plan on national minorities,” the European Commission writes.
The Commission’s findings demonstrate that Ukraine continues to deliver tangible results in fighting corruption, even during wartime. The next step is to ensure these achievements are sustained through comprehensive reforms.
The EUACI remains committed to supporting its Ukrainian partners in strengthening the independence and institutional capacity of anti-corruption bodies, implementing the Rule of Law Roadmap, and promoting transparency and integrity in corruption-prone sectors.
