Zhytomyr City Council approved the Concept for the Development of the City’s Geographic Information System (GIS) for 2026–2030.
The document was developed with expert backing from the EUACI. It sets out how, by 2030, the city’s GIS will grow from a collection of separate registers into a single digital platform for smart governance. To get there, the city plans to expand the system to at least 18 subsystems, connect it to four national registers, and add data dashboards.
First will be established: “Land Management ” and “Recovery and Reconstruction”. Land management is one of the areas most exposed to corruption risks in local government. The new subsystem will put leases, municipal plots and unauthorised land use on an open map. The same applies to reconstruction: residents and donors will be able to see which damaged sites, where they are, how badly they are damaged, repair costs and progress.
With support from the EUACI, Zhytomyr has already built and rolled out 8 GIS modules and adopted the rules that govern them. Today, the city’s geoportal offers open data on property, green spaces, infrastructure, land, investment sites and advertising, and helps residents hold the city to account.
The EUACI continues working with the city to make the geoportal a convenient tool for smart governance, transparency and accountability.
