The Housing and Utilities Department and the Capital Construction Department of Poltava City Council have introduced new internal procurement rules. The aim is simple: to attract more companies to tenders, achieve better prices through competition and ensure that budget funds are used efficiently.
The new rules are set out in internal documents developed with expert support from the EU Anti-Corruption Initiative in Ukraine (EUACI). They complement public procurement legislation with clear procedures for planning needs, preparing tender documents and setting requirements for tenderers.
What is changing
Procurement now follows the same rules at every stage, from planning to contract performance, with a clear division of responsibilities.
Discriminatory requirements are prohibited. Tender documents may not require a specific brand without an equivalent, owned equipment with no option to lease, a base in a particular location, staff with a degree from a specific educational institution, or paper documents. One similar contract within the past five years is sufficient to demonstrate experience. Equipment can be leased or provided through subcontractors. Every contract will include an anti-corruption clause, as well as penalties for delays and poor-quality work.
EUACI continues to support Poltava and other partner cities in introducing tools for transparent, accountable, and integrity-based governance.
