On 30 April, the Mykolaiv City Council adopted the city’s Integrity Plan for 2026-2028. It is a strategic document aimed at preventing corruption and reducing corruption risks in the work of the city council and its executive bodies.
The plan was developed on the basis of a self-assessment conducted by a working group of the Mykolaiv City Council, using a methodology developed and recommended by the Ministry of Communities and Territories Development with the support of the EUACI. Following public consultations and recommendations from the National Agency on Corruption Prevention, the document was refined. The final approved version covers six key areas: public procurement, land relations, urban planning, management of municipal property, social infrastructure and anticorruption.
For each identified risk, the plan sets out concrete measures, implementation timelines, and responsible officials. This ensures that greater transparency and accountability become a measurable process rather than a declaration of intent. Implementation will be monitored by the city council’s Department followed by public reporting.
The City Council also adopted a decision to restructure the city administration in line with recommendations of the EUACI. A long awaited decision that has a potential to streamline and improve the administration and internal control mechanisms.
Mykolaiv is one of the EUACI’s partner cities, where the programme supports systemic governance improvements. Previous milestones include introducing KPIs for municipal enterprises and overhauling construction supervision procedures. The adoption of the Integrity Plan marks the next step in that process.
