The National Anticorruption Bureau of Ukraine had decided to strengthen the institutional capacity of the Analytical Department by enhancing criminal operational and tactical analysis. The Bureau asked the EU Anti-Corruption Initiative in Ukraine for assistance.
Within the framework of support of institutional capacity to NABU the EUACI has invited a foreign expert – the head of the Tactical Analysis Section of the Bucharest Police, who had previously worked with the NABU analytical department of NABU. The first working mission of the expert to Ukraine took place in March 2018, and the second – in August of the same year.
The Romanian expert helped NABU to identify and tackle complex corruption schemes and worked closely with 39 officers of NABU, provided them with advice and guided them on building a well-developed analytical system, cooperating and coordinating their work with detectives.
The Romanian expert has prepared a project of the Strategy for the Analytical Department of NABU with a comprehensive action plan for the next 3 years, which also includes a SWOT analysis.
Also, NABU officers received recommendations about the draft procedure for coordination with detectives and a scenario for the development of information resources of NABU and design of information management system.
All documents with recommendations were presented to the management of NABU. Those documents will be the basis for further development of the potential of analysts and closer coordination with detectives.
