Procedures for the functioning of E-Reception Halls have been approved by the Chernivtsi, Zhytomyr, Nikopol and Sheptytsky City Councils. The documents were developed with the support of the EUACI.
The procedures set out how electronic appeals are registered and processed, and how applications for administrative services are submitted. They also assign responsibility to specific departments for each stage of the process. Clear procedures make the work of E-Reception Halls more transparent and accountable, and leave less room for delays.
The modern E-Reception Halls in Chernivtsi, Zhytomyr, Nikopol and Sheptytskyi were launched in 2024 in cooperation with the EUACI as a tool for appeals, complaints and requests for public information. In Zhytomyr, residents can also pay traffic fines through the platform.
In 2026, the functionality of the E-Reception Halls was expanded with online administrative services. Four in Chernivtsi, Zhytomyr and Nikopol, and six in Sheptytskyi. These include: housing registration, social support, registration and deregistration of place of residence, children’s recreation, and permits for outdoor advertising. For residents, this means saving time, a clear and traceable process, and more convenient access to local government.
To inform residents about the new online services, the cities ran a communication campaign with the support of EUACI. The campaign reached over 230,000 people through social media, outdoor advertising, and local media.
The EUACI will continue to support Integrity Cities and partner-cities in developing digital services that bring more transparency, efficiency and integrity to local governance.
