General background
The EU Anti-Corruption Initiative (EUACI) is the European Union’s anti-corruption support program in Ukraine funded by the EU, UK International Development, and co-funded and implemented by the Ministry of Foreign Affairs of Denmark. The overall objective of the EUACI is to achieve significant progress in preventing and countering corruption, ensuring coherent and systemic anti-corruption activities of state and local self-government bodies, and to empower civil society and citizens to contribute to countering corruption and to a sound post-war recovery process in Ukraine. The programme runs until April 2027.
Since 2025, EUACI has been providing sustained expert and technical assistance to NABU aimed at building a modern, professional, and resilient human resources management system. This support is grounded in key analytical documents, including the Gender Audit (2024), Technical Report (2023), and Institutional Audit (2025). As part of this cooperation, NABU has developed a substantial body of HR-related policies, training materials, and methodological tools covering the full HR lifecycle. In parallel, the introduction of the Moodle learning management system represents a strategic opportunity to institutionalise continuous professional development, standardise onboarding processes, and strengthen internal communication.
However, NABU currently lacks sufficient in-house capacity to transform existing materials into structured, interactive, and pedagogically sound eLearning courses. To address this gap, EUACI intends to engage a qualified Service Provider to support the instructional design, digital production, and technical implementation of Moodle-based courses.
Objective
Overall Objective: To enhance the effectiveness and performance of anti-corruption institutions in the implementation of their mandate.
Specific Objective: To strengthen NABU’s institutional internal communication capacity by establishing a structured, accessible, and sustainable internal learning system through the development and modernisation of Moodle-based courses.
Scope of work
The Service Provider shall work in close coordination with EUACI, the EUACI-engaged HR expert at NABU, and designated NABU representatives. During implementation, tasks may be amended by agreement between the EUACI, NABU, and the Service Provider if they have become obsolete, are no longer appropriate, or have been completed by NABU’s in-house team. Depending on the task, the working group may include representatives of HR and learning and development, IT and information security, the Moodle administrator, subject-matter experts (including detectives), internal trainers, and representatives responsible for the relevant offline professional training programmes.
1. Inception and Diagnostic Phase
- Conduct an inception meeting with key stakeholders to confirm objectives, roles, timelines, and approval procedures;
- Review and assess the current Moodle environment, including the platform version and configuration, existing courses and training materials, installed plugins, user roles, navigation, user experience (UX), and administrative processes;
- Identify gaps in content, structure, pedagogical approaches, and technical implementation;
- Prepare an inception report and detailed workplan, including a prioritised course development roadmap.
2. Competency Architecture and Learning Pathways
- Apply a competency-based (“top-down”) approach: the first step shall be to develop the competency architecture and learning pathways, while content production or substantial updating shall follow only after this architecture has been approved;
- Together with NABU experts, develop or refine a competency matrix for detectives and other agreed target roles, including competency domains, proficiency levels, observable indicators, and role profiles;
- Map existing and planned courses, cases, simulations, tests, offline programmes, and other learning activities to the relevant competencies and levels;
- Develop role-based learning pathways, from the basic/onboarding level to specialised and advanced training;
- Develop an approach to the diagnostic assessment of competencies before and after training, making it possible to track not only course completion but also progress in developing the relevant competency;
- Provide information and advisory support to NABU’s in-house team on the future development of AI assistants on the Moodle platform.
3. Instructional Design, Microlearning, and Interactive Content
- Design structured, learner-centred eLearning programmes using adult learning principles and “learning-by-doing” approaches;
- Develop course architecture, curricula, and learning pathways (from onboarding to advanced levels);
- Transform complex materials into accessible microlearning modules;
- Develop interactive content, including:
- case-based scenarios based on real-life NABU practice;
- simulations and decision-making exercises;
- knowledge checks and assessment tools;
- Ensure alignment with NABU competency frameworks and performance evaluation indicators (KPIs) where needed;
- Apply a progressive (“spiral”) learning approach to ensure continuity and gradual skills development;
- Develop a system of formative and summative assessment, including question banks, practical assignments, and success criteria linked to the relevant competencies;
- Ensure uniform requirements for accessibility, user experience, structure, and visual consistency of learning materials.
4. Functional Modernisation of Moodle, Competency Profile, and Gamification
- Configure and, where necessary, install and implement Moodle-compatible plugins that support competency frameworks, learning plans, digital badges, gamification, interactive content, and advanced reporting;
- Create an interactive user profile/competency dashboard displaying the user’s current competency levels, development areas, completed learning activities, badges/awards earned, and the corresponding target role profile;
- Provide a clear visualisation of competencies, including in the form of a “spider web” (radar) chart or another agreed matrix, allowing current and target levels to be compared;
- Develop a learning recommendation mechanism that suggests specific modules, cases, or simulations to users based on their identified development areas;
- Introduce a motivation and gamification system: digital badges, awards, and/or points for completing complex practical assignments and simulations or for mastering defined competencies. Gamification should support learning objectives rather than replace them;
- Optimise the platform’s navigation, course structure, progress tracking, and key user scenarios.
5. System Integration, Data, and Analytics
- Define the data model and exchange rules required for user identification, role profiles, learning plans, course completion, competency assessment results, and other relevant indicators, in line with the principle of least privilege (minimum necessary access);
- Propose a set of key metrics that make it possible to assess not only test or course completion but also progress in competencies, use of learning pathways, the effectiveness of individual formats, and, where possible, the link between learning and institutional performance;
- Upload and structure courses within the Moodle platform;
- Ensure proper configuration of course navigation, user experience, and tracking of learning progress;
- Test functionality and compatibility of all course elements;
- Optimise existing Moodle courses and update content where necessary.
6. Co-development, Train-the-Trainer, and Knowledge Transfer
- Work with NABU subject-matter experts not merely as lecturers but as a joint working group for developing learning products. At this stage, design digital support for four priority areas: bribery, economic crimes, money laundering, and civil forfeiture. Informational materials for these areas will be provided to the Service Provider;
- Provide methodological support to NABU experts, helping them to translate professional expertise into learning objectives, scenarios, long reads, micromodules, interactive cases, exercises, and assessment tools;
- Deliver at least two practical train-the-trainer sessions focused on hands-on work with the new Moodle functionality, competency frameworks, and analytics;
- Provide methodological guidelines, templates, and instructions necessary for the independent creation, updating, and administration of learning products after the contract ends;
- Ensure the handover of all editable source files, scripts, templates, and configuration and technical documentation produced under the assignment.
7. Validation and Reporting
- Conduct regular validation sessions with the EUACI and NABU at key stages: after the diagnostic phase, approval of the competency architecture, functionality prototypes, AI pilots, and priority learning products;
- Revise deliverables based on consolidated feedback from the EUACI and NABU;
- Submit a final report summarising the work performed, listing all deliverables, and providing recommendations for the further development and scaling of the platform.

Qualifications
The assignment may be undertaken by an individual, company, or team of experts.
Mandatory requirements:
- Minimum 3 years of experience in instructional design and eLearning course development;
- Proven experience working with Moodle or similar LMS platforms;
- Demonstrated experience in adult learning methodologies and interactive training design;
- Strong capacity to produce digital learning content (video, visuals, etc.);
- Proficiency in Ukrainian; working knowledge of English.
Assets:
- Experience in governance, law enforcement, or anti-corruption sector;
- Experience in gamification and scenario-based learning;
- Experience in applying artificial intelligence in the development of learning content on LMS platforms;
- Capacity to provide additional junior expert support to assist NABU on a day-to-day basis with instructional design, digital content production, technical implementation of Moodle-based courses, and internal communication-related tasks (up to 15 working days per month);
- Understanding of the Ukrainian institutional context.
Payments, timeframe, and location
The Service Provider may request an advance payment of up to 30% of the total cost after signing the contract, with the remaining 70% payable as a post-payment upon fulfilment of the contract. All payments under the contract will be made in UAH according to the official NBU exchange rate published on the day of invoice issuance by the contractor.
The Service Provider may subcontract additional experts at its discretion; however, the EUACI shall not cover any additional expenses beyond those contractually agreed upon. The Service Provider remains fully responsible for the performance and deliverables of any subcontractors.
Timeframe: Seven calendar months, commencing September 2026. The exact dates of delivery of the training are subject to further agreement with NABU and the EUACI. The Service Provider may start work immediately upon signing the contract.
Budget: The total proposed cost of the assignment is up to EUR 33,000. This includes all applicable expert fees.
Location: Kyiv, Ukraine.
Reporting, management, and confidentiality
The performance of the Service Provider will be assessed on the achievement of the purpose of this contract and the delivery of its results, as set out in the sections “Objective” and “Deliverables” herein respectively. In addition, performance will be assessed on the successful implementation of all specific activities set out in the section “Scope of work” of this document.
By signing the contract, the Service Provider agrees to hold in trust and confidence any information or documents (“confidential information”) disclosed to the Service Provider, discovered by the Service Provider, or prepared by the Service Provider in the course of or as a result of the implementation of the contract, and agrees that such information shall be used only for the implementation of the contract and shall not be disclosed to any third party. The Service Provider also agrees not to retain in its archives, or use for its own purposes, any copies of written information or prototypes.
All work involving NABU’s internal materials, content based on real cases, personal data, integration credentials, knowledge bases, and AI/RAG corpora shall be carried out in accordance with NABU’s requirements on access control, information security, confidentiality, and approval procedures. No AI or integration solution shall require the transfer of NABU’s restricted-access information to external AI services or other third parties without the prior written approval of NABU and the EUACI.

- Financial Proposal stating the total contract price for the performance of all work described in the Terms of Reference. The Financial Proposal shall include:
- daily fee(s) in EUR;
- estimated number of working days/hours;
- breakdown of any additional direct costs (if applicable);
- Technical Proposal (2–3 pages), outlining:
- understanding of NABU’s institutional context and the objectives of this assignment;
- proposed approach and methodology for delivering the services;
- indicative workplan and timeline for implementation;
- composition of the proposed team and distribution of responsibilities (if applicable).
