The EU Anti-Corruption Initiative and its partners – Integrity Cities are working closely together to improve management efficiency of the municipal enterprises (ME) and minimize corruption risks. In five cities, various types of enterprises have already been reviewed – water utilities, hospitals, road and trolleybus departments. 

On May 24, the results of the integrity assessment of the municipal enterprise City Hospital were presented in Zhytomyr.

Maria Karchevych, Deputy Minister of Health of Ukraine for Digital Development, Digital Transformation and Digitalization, joined the event. In her opening remarks, she emphasized: "The issues of transparency, accountability, and minimization of corruption risks are very important in any sphere, especially in the healthcare, as these issues allow to ensure accessible, high-quality, and free medical care."

The assessment included the review of 8 areas of the ME’s activities based on 91 indicators. In particular, general management, services, communications, corporate governance, ethical aspects, public management, and asset management were assessed.

The enterprise received 545 out of a possible 1100 points. The assessment results demonstrate that the company complies with all legal requirements and has a potential for further development.

"It is a pleasure to summarize the integrity assessment results of the municipal enterprise City Hospital in the times when the healthcare sector is important for every community resident. We look forward to the assessment results to scale up the methodology to other hospitals in our city and increase their transparency, accountability and integrity. Such measures will improve the provision of services to citizens and the conditions in which these services are provided," said Svitlana Olshanska, First Deputy Mayor of Zhytomyr, in her opening remarks.

The assessment was conducted according to a methodology developed in cooperation with the EUACI, Zhytomyr City Council, and Deloitte, with the participation of the Ministry of Territorial Communities and Infrastructure of Ukraine and the National Agency for the Prevention of Corruption.

Based on the report, Deloitte experts developed recommendations to increase transparency and accountability and improve corporate governance. The next step is to implement these measures in the ME’s activities.
