How Ukraine is Tackling Anti-Corruption Challenges Across the Public Sector

This week, the EUACI team and partners took part in the 2025 OECD Global Anti-Corruption & Integrity Forum in Paris. The event brought together global leaders to explore innovative strategies to combat corruption and strengthen integrity in both government and society.

Taras Sluchyk, Team Leader of the EUACI Integrity Reconstruction Component, spoke at a panel discussion on Ukraine’s anti-corruption challenges across the public and private sectors. In his remarks, he emphasized that war-related challenges complicate the implementation of good governance reforms, but do not stop them.

  • One of the core issues is human resource capacity. To address this, a risk-based digital procurement monitoring system was introduced in Mykolaiv and in the Agency for Restoration with the support of the EUACI. This system helps focus limited resources on high-risk tenders, allowing for smarter oversight without requiring large teams.
  •  Mykolaiv is one of the pilot cities in Ukraine introducing corporate governance in municipal enterprises. It will be the first to establish a supervisory board at the local water utility with a majority of independent members — all selected through an open and transparent competition. The project is supported by the EUACI.
  • Transparent management of international aid is another key achievement of Mykolaiv city. A centralized process, supported by a clear audit methodology, ensures accountability. All findings are made publicly available on a dedicated web portal to maintain full transparency.
  •  Local governments, including those in the Integrity Cities network, are proving to be agile partners in testing and scaling up anti-corruption tools — especially with long-term international support. Mykolaiv, for example, benefits from a strategic partnership with Denmark, which offers not just funding but long-term expertise and trust-building. These efforts demonstrate that even under fire, Ukrainian cities are leading the way in integrity, transparency, and international cooperation. The EUACI is proud to support these brave and resilient communities.

The panel also featured EUACI partners Viktor Pavlushchyk, Head of the NACP, and Semen Kryvonos, Director of NABU. They shared recent national-level achievements and highlighted ongoing challenges in Ukraine’s anti-corruption ecosystem.
