What 6 tools can help cities strengthen their integrity?

The Integrity Cities project of the EU Anti-Corruption Initiative aims to help increase the transparency and accountability of local administration by optimizing internal procedures and processes, involving the community in decision-making, and facilitating access to information, namely:

  1. GeoPortal – open access to data in areas of interest to communities

  2. Open Budget of Schools and Kindergartens

  3. Corruption Risks Assessment in key areas of local government

  4. Auction system for renting and privatization of communal property ProZorro.Sale

  5. Public Hearing

  6. E-Reception Hall

The EUACI has implemented all these tools in cooperation with city councils and civil society of 5 Ukrainian cities: Zhytomyr, Mariupol, Nikopol, Chervonohrad, Chernivtsi.

They have repeatedly confirmed their effectiveness:

  • Small-scale privatization of state and municipal property through the Prozorro.Sale platform brought UAH 2 billion to the state and budgets of Ukrainian cities in 2020;
  • GeoPortal Chernivtsi became the best geographic information system among 700 Ukrainian cities in the contest “Active Community” held by the Ministry of Digital Transformation;
  • About 20,000 parents and employees of educational institutions use the Open Budget every month.

This project also aims to disseminate the local success stories throughout the country and to feed the lessons learned into programs and reform-packages at the national level.
