Visit to Chernivtsi: how transparency and effective management are implemented in local government

To explore best practices that promote accountability and effective management of municipal assets, representatives from Zhytomyr, Mykolaiv, Poltava, and Sheptytsky visited Chernivtsi on 3–4 July. 

The visit was organised by the EU Anti-Corruption Initiative (EUACI).

Chernivtsi became a platform for sharing experiences for a reason – the city led the Transparent Cities Ranking among Ukrainian cities according to Transparency International Ukraine this year (https://cutt.ly/lrUkz6wB). 

Roman Klichuk, Mayor of Chernivtsi, noted that openness and trust should unite Ukrainian cities, and it is encouraging to observe that the experience of Chernivtsi is interesting and useful to other cities.

Over two days, participants learned about Chernivtsi’s approaches to developing a modern local government, including:

  • the way the city council and executive bodies work,
  • cooperation with business and international partners,
  • management of public utilities, infrastructure and digital services for citizens,
  • digital tools for transparent management of municipal assets.

Taras Sluchyk, Team Lead of the Integrity Cities Component at the EUACI, emphasised that best practices in municipal asset management and lessons learned in the successful transformation of key city council’s departments will be shared with other partner cities. 

 The EUACI will continue to support cities in implementing best practices in transparency and good governance to make them more accountable, effective and comfortable for their citizens.
