Anti-Corruption Communication: When Ideas Drive Change

On 13 August in Kyiv, more than 100 communication specialists from Ukrainian state institutions gathered to discuss how to make government communications effective, clear, and promote the values of integrity. The event was supported by the EU Anti-Corruption Initiative (EUACI).

“The role of communication managers is often underestimated. But they are not just the people who create visuals or write posts. They are those who build trust in institutions. Whether changes will be understood and supported by society depends on how and when you communicate them. Every message, every campaign is a small brick in the large building of an anti-corruption culture,”

said EUACI Communications Expert Yana Ryzak in her welcome remarks to participants.

This was the sixth coordination meeting organized by the NACP within the framework of the State Anti-Corruption Program (2023–2025) and the Communication Strategy on Preventing and Countering Corruption (hereinafter – the Strategy). 

Head of the NACP Communications and Information Policy Department, Olena Konoplia, and Head of the Unit for Coordination of State Information Policy on Corruption Prevention of the NACP Communications and Information Policy Department, Pavlo Buldovych, shared updates on the progress of the current Program and priorities for developing the new Strategy.

Together with invited speakers, the participants discussed:

  • challenges for the anti-corruption infrastructure and the role of communication in crisis situations;
  • sociology and public perception of corruption and anti-corruption efforts;
  • cooperation with the media to strengthen government communications;
  • trends and new formats in communication.

Public and Media Relations Manager of Vinnytsia Regional Water Utility (Vinnytsiaoblvodokanal), Oksana Polishchuk, shared how storytelling made the communications of her local utility heard and visible on a national level.

At the end of the event, the NACP recognized the best communication practices and teams that effectively implement the State Anti-Corruption Program.

The event proves that effective communication is not an add-on to reforms but their integral part.
