In 2019, Sheptytskyi, the third most populous city in Lviv Oblast in Western part of Ukraine, and the EUACI launched a cooperation on promoting Integrity in the city. On 24 April, the EUACI team visited the city to reflect on years of partnership and outline the path ahead.
Due to the consistent rollout of integrity tools, Sheptytskyi has made good progress. In the 2024 Transparency International Ukraine City Transparency Ranking, the city earned a top-three spot in the “Best Governance Practice” category.
Key achievements:
- A GIS platform has been launched, with modules on the budget map, land cadastre, communal property registry, investment map, and advertising registry. This gives residents transparent access to key municipal data.
- The Electronic Reception platform has been launched with six services available, making it easier for residents to access city services without visiting the council in person.
- The implementation of the MASTER accounting system at Vodokanal is ongoing to help to improve financial transparency at the enterprise.
- Integrity assessments of the municipal enterprises Vodokanal and Central City Hospital have been completed.
- The city’s regulatory framework has been improved and gaps for corruption closed.
The Head of the EUACI, Allan Pagh Kristensen, and the Mayor of Sheptytskyi, Andriy Zalivskyi, signed a new Memorandum of Understanding in the presence of over 120 students.
The students visited the city council hall for a screening of the documentary “After the Era of Silence,” produced with EUACI’s support. It was followed by an open conversation about how anti-corruption change happens not only at the level of legislation, but in cities and communities. The Director of the NABU Lviv Regional Office, the Mayor of Sheptytskyi, and the Head of the EUACI answered questions from a lively and curious audience. The discussion made it clear that the topic of integrity truly resonates with the next generation.
