Despite constant shelling and proximity to enemy positions, the Nikopol City Council has successfully completed the implementation of the City’s Integrity Plan and strengthened corruption prevention mechanisms.
The process of preparing the plan began in 2019 with the support of the EU Anti-Corruption Initiative (EUACI), aiming to identify effective measures to combat corruption and enhance the capacity of local self-government bodies.
The preparation involved risk assessment and the formation of a working group. The assessment of corruption risks was conducted in five areas of the Nikopol City Council’s activities: public procurement, land regulation, architecture and urban planning, management of municipal real estate and anti-corruption policy.
In 2020, the Integrity Plan was approved by the City Council, after which the systematic implementation of planned measures began. Quarterly monitoring from 2020 to 2023 allowed for tracking progress and making necessary adjustments. Additionally, in 2021, a commission was established to assess the implementation of the plan, which held three sessions in 2021, 2022, and 2023, respectively.
According to the results of the plan’s implementation, 43 out of 45 planned measures in the five areas of activity were successfully executed. Furthermore, it was possible to bring local regulatory acts into compliance with current legislation and reduce the level of corruption in the designated areas of the city council’s activities.
