Chernivtsi Shares Its Experience in Transparent Governance and Digitalisation

A delegation from Poltava visited Chernivtsi to learn from its best practices in effective management and transparent, digital governance.

The visit was organised by the EU Anti-Corruption Initiative. Over the years of cooperation with EUACI, Chernivtsi has built up real, hands-on experience. This includes internal audit and transparent asset management, as well as digital tolls including expanding the functionality of its geoportal and launching an E-Reception. In 2025, Chernivtsi topped the Transparent Cities Ranking by Transparency International Ukraine. That is exactly why the city’s experience offers ready-made solutions that can be adapted and put into practice in any city.

Over two days, the six-member delegation explored how Chernivtsi is building transparent and accountable local self-governance under the rules of integrity:

  • effective management and organisation of the work of the city council and its executive bodies;
  • digitalisation of municipal services and the rollout of IT solutions;
  • development of geographic information systems and open data;
  • openness, transparency, and citizen engagement in decision-making;
  • the operation of the Administrative Services Centre.

Sharing experience, spreading best practices, and supporting the digital transformation of municipalities is part of the EUACI’s systematic work to build local governance with integrity. The results of that work are already being felt.
