On 19 August, the EUACI and the Ministry of Education and Science of Ukraine held a webinar on how to procure food products and catering services for schools transparently and effectively. 1,000 participants from across Ukraine took part, including heads of educational institutions, local officials, and procurement experts.
This school year, free meals will be provided to all students in grades 1–11. This means communities need to prepare their procurement and conduct tender procedures.
Practical guidance was shared by the EUACI experts Myroslav Simka, Oksana Dziavronyk and Alla Pavliuk.
Participants learned about the full procurement cycle, from planning to procuring catering and outsourcing services. They also discussed the specifics of using subvention funds for student meals and the changes introduced by the 15 July 2026 Resolution No. 957 of the Cabinet of Ministers of Ukraine.

Since 2024, the EUACI has been working with the Ministry of Education and Science of Ukraine and the School Nutrition Reform team to minimise corruption risks in the use of state subventions. The next stage of this cooperation is a digital tool that will make it possible to track food prices and the cost of school meal services.
