The Chernivtsi Trolleybus Department – An Integrity Assessment 

On 22 April, the assessment results and a roadmap to minimize the identified corruption risks were presented in Chernivtsi.

‘The integrity assessment is a sign that the team of a municipal enterprise (ME) is ready for transformation and development. For the EUACI, this assessment is not only about accountability and transparency indicators. It is about efficiency, focus on results and management tools to attract additional investments,’ highlighted Taras Sluchyk, Team Leader of EUACI’s Component “Integrity Cities”.

​​The assessment of the Chernivtsi Trolleybus Department included an evaluation of 8 work areas based on 43 indicators. The data for the analysis of the company’s activities were collected through questioning of employees, document reviews, and open data searches.

‘I was pleased nice to hear a lot of positive feedback and find out that the Chernivtsi Trolleybus Department is moving in the right direction. The outside view, certain comments, and suggestions make it possible to improve the work. We are actively developing specific measures to ensure even better service and higher transparency in the company’s operations,’ said Roman Klichuk, Chernivtsi City Mayor. 

The PwC team developed the assessment methodology in cooperation with the EU Anti-Corruption Initiative, the Ministry for Restoration, and the National Agency on Corruption Prevention. The findings will be shared as best practices for other transport enterprises in Ukrainian cities.

Chernivtsi is one of the four Integrity Cities where a municipal company has undergone such type of an assessment. Earlier this year, Chervonohrad presented the assessment results of the Central City Hospital and Chervonohradvodokanal. Mykolaiv presented the results of the assessment of Mykolaivvodokanal.
