More Transparency in Schools? The Ministry of Education and Science of Ukraine Approves ”Educational Navigator”

How to ensure a transparent school management? How to foster educational leadership, develop academic integrity, and achieve effective interaction with teachers, students, and parents?

Now, educational managers have practical answers in the “Educational Navigator” handbook, approved by the Ministry of Education and Science of Ukraine (MoES Order №734 dated 15.05.2025) 👉 https://cutt.ly/nrnWgdUP

The handbook was developed by the National Agency on Corruption Prevention (NACP) with the support of the EU Anti-Corruption Initiative (EUACI). It is the result of a collaborative work that began in 2023 and was piloted in five Ukrainian schools.

What You’ll Find in the “Navigator”:

  • Step-by-step advice on forming a culture of integrity-based leadership;
  • Answers to complex management questions—from financial autonomy to salaries;
  • Vision, mission, and values and how to implement them in an educational institution;
  • Study cases of building quality communication with students and parents;
  • Methods for implementing ethical standards and increasing trust within the team.

Integrity is not just about rules, but about a culture of decisions. These very decisions lay the foundation for trust, development, and zero tolerance for corruption from the earliest years in school.

The handbook complements the “ABC for Directors” and is a logical continuation of systemic support for educational quality in Ukraine.
