Chernivtsi is a city known for its impressive architectural ensembles, which every Ukrainian should see. Since 2017, the EU Anti-Corruption Initiative and the local authorities have been working to make the city more transparent, open, and accountable.
In more than 5 years of cooperation, six modules of the City Council’s GeoPortal have been implemented: landscaping, cultural heritage protection, investment map, register of municipal property, register of advertising media, and budget. Notably, in 2020, Chernivtsi’s geo-information system, GeoPortal, won the “Effective Community” competition by the Ministry of Digital Transformation of Ukraine in the Geo-Information Solutions category, which saw participation from nearly 700 communities.
Thanks to the cooperation between the city and the EU Anti-Corruption Initiative, an e-reception for citizens was launched in 2024. Its main task is to improve the interaction between the government and the community, organize the monitoring of responses by City Council employees to inquiries and requests, and enhance the efficiency of feedback provision.
Another priority in cooperation with Chernivtsi is the transformation of municipal enterprises, specifically “Chernivtsivodokanal” and “Chernivtsi Trolleybus Department.”An integrity assessment and an action plan to minimize corruption risks were carried out to improve their efficiency and transparency. As of early 2024, “Chernivtsivodokanal” successfully implemented all measures.
Within Phase III of the EUACI, comprehensive updates to procurement policies began, including the mandatory publication of estimates in machine-readable format in April 2024. Currently, active work is underway with the Department of Infrastructure and Urban Improvement of the Chernivtsi City Council.
Additionally, in the spring of 2022, the EU Anti-Corruption Initiative supported the desire of the Chernivtsi City Council to help the military. EUACI provided dozens of radios and drones to the military, who are defending various parts of the country. This form of cooperation was a new but very important experience for the program.
