Integrity Cities:Poltava

Poltava is a city in central Ukraine and the administrative centre of Poltava City Territorial Community, which has preserved its unique historical and cultural identity. Thanks to its advantageous geographical location, the city has long played an important role in the country’s transport and economic connectivity. Poltava sits at the crossroads of key transport routes, linking major cities such as Kyiv, Dnipro, Sumy and Kharkiv.

Since the start of the full-scale invasion, Poltava has become a reliable rear base for Ukraine, hosting a significant number of internally displaced persons and providing them with essential social services. City authorities and the community are actively working to support those affected by the war, develop infrastructure and introduce modern governance solutions.

The community is implementing initiatives aimed at simplifying regulatory procedures, improving the investment climate and attracting new partners. Considerable attention is given to the development of small and medium-sized businesses, which form the backbone of the community’s economic resilience.

The city is also working to introduce digital governance tools, increase process transparency and open up data, fostering more effective interaction between authorities, businesses and the public. 

Cooperation between the city and the EUACI began in May 2025 with the signing of a Memorandum of Understanding. Since then, the programme’s work in the city has focused on the following areas:
– Updating public procurement procedures in the structural units of Poltava City Council;
– Improving regulatory procedures and existing regulations;
– Developing the city’s geographic information system and introducing new digital solutions and services.
