Supporting anti-corruption efforts in Ukraine remains a high political priority for the European Union and Denmark. By combating corruption, the EU contributes to the consolidation of democracy, economic growth, and Ukraine’s successful approximation with the European Union.

The European Union Anti-Corruption Initiative (EUACI) in Ukraine is a joint programme funded by the European Union and the Government of Denmark. It supports Ukraine’s efforts to reduce corruption at national and local levels by empowering citizens, civil society, businesses, and state institutions. In early 2024, the EUACI launched Phase III, which runs until August 2027. In 2024 the EUACI was requested to identify activities related to schools.

In 2023, the Cabinet of Ministers approved the Strategy for Reforming the School Nutrition System for 2023–2027. One of its key components is the restoration and modernization of school canteens using state-of-the-art technological solutions, improved energy efficiency, and compliance with the principles of the Hazard Analysis and Critical Control Point (HACCP) system.

In May 2024, the EUACI received a request from the Ministry of Education and Science of Ukraine (Ministry) to provide expert support in assessing the project design documentation of school canteen modernization projects. To allocate subvention funds, the Ministry established a Commission to select projects. Applicants submit their proposals through the Digital Restoration EcoSystem for Accountable Management (DREAM) platform.

Between 2024 and 2026, the EUACI experts’ analyses of project documentation saved UAH 362.9 million (UAH 132.9m in 2024, UAH 187.5m in 2025, UAH 42.5m in 2026), enabling the financing of 39 additional projects (20 in 2024, 16 in 2025, 3 in 2026).

EUACI experts have also provided methodological support on public procurement procedures, ensured transparency and legislative compliance, and conducted remote monitoring of construction works. A key component of this remote monitoring of construction works is the use of a dedicated IT tool — the interactive Dashboard developed by the EUACI. The Dashboard provides the Ministry and all stakeholders with up-to-date, transparent, and easily accessible information on the progress of school canteen modernization projects. In particular, it allows tracking of the status of funding for each school by type of budget and by each type of contract, the status of procurement contracts, as well as visualization of the various stages of construction and renovation of canteens.

In May 2026, the Ministry the Ministry requested the continuation of the Dashboard’s data with information on the 2026-selected projects.

Additionally, the Ministry requested support in developing a simplified, child-friendly version of the Dashboard for schoolchildren. This version will serve as an educational tool for integrity education, introducing schoolchildren to project monitoring processes and including anti-corruption training elements to raise awareness on the topic.

To complete this task, EUACI needs to find a service provider for developing a visualizing dashboard and child-friendly version of the Dashboard for Monitoring Reconstruction of school canteens for 2026.

The involvement of such an expert will provide for the effective execution of the task and achievement of the set goals.

Objective:

The objective of this assignment is to support the Ministry in strengthening the transparency, accountability, and public oversight of school canteen construction processes in 2026 by enhancing the existing digital monitoring tool and developing innovative public engagement tools, including a simplified, child-friendly version of the dashboard for students, local communities, and other stakeholders.

Scope of work:

The scope of work of the assignment includes the following tasks, but not limited to:

  1. Modernisation of an Interactive Dashboard

Continuation of Monitoring Activities in 2026. This component includes:

  • ongoing collection, verification, and analysis of procurement, expenditure, and implementation data;
  • monitoring of project implementation progress across regions and municipalities;
  • tracking of state budget subvention and local co-financing expenditures;
  • monitoring of procurement procedures and implementation timelines;
  • identification of implementation bottlenecks and integrity risks;
  • preparation of regular analytical updates and monitoring summaries;
  • support to the Ministry and the EUACI in ensuring transparency and accountability of reform implementation.

The monitoring activities should ensure continuity of the existing analytical system while expanding the coverage of projects selected during the new implementation cycle.

  1. Upgrade and Improvement of the Existing Monitoring Dashboard. The Consultant should further develop and improve the existing interactive dashboard created during the previous phase of the project. The upgraded system should include:
  • adaptation of the dashboard according to updated requirements and feedback provided by the Ministry and EUACI;
  • integration of multi-year monitoring functionality;
  • improved visualization and analytical capabilities;
  • enhanced user experience and accessibility;
  • optimization of dashboard performance and usability;
  • modernization of UI/UX design;
  • expansion of filtering and comparative analytical functions;
  • improvement of automated data aggregation and verification procedures;
  • development of additional analytical and visualization modules.

The Service provider should ensure that the upgraded platform remains scalable, sustainable, and suitable for long-term institutional use.

  1. Development of an Interactive Monitoring Tool for Schoolchildren. The Consultant should design and implement a dedicated interactive monitoring tool tailored for school audiences. The purpose of this tool is to increase awareness among schoolchildren regarding transparency, public oversight, public finance monitoring, and the implementation of the School Nutrition Reform. The tool should include:
  • child-friendly interface and visual design;
  • simplified visualization of monitoring data;
  • interactive and gamified engagement elements;
  • accessible explanations of reconstruction and monitoring processes;
  • educational content adapted for school-age audiences;
  • interactive navigation and user engagement mechanisms;
  • mobile-friendly accessibility.

The Service provider should ensure that the tool promotes civic engagement, transparency awareness, and digital literacy among students and educational communities.

  1. Production of Short Educational and Promotional Videos. The Consultant should produce two short videos (up to 90 seconds each) explaining the purpose and functionality of the interactive monitoring tool for schoolchildren.The videos should:
  • explain how to use the monitoring tool;
  • promote transparency and civic participation;
  • present information in a simple and engaging manner for school audiences;
  • utilize modern digital production approaches and AI-assisted content creation technologies;
  • include dynamic visual storytelling and accessible communication formats;
  • support dissemination through digital platforms and educational channels.

The Service provider should ensure that the videos are suitable for online promotion and broad educational outreach activities. 

The user interfaces for the dashboards should be available in both Ukrainian and English.

Expected deliverables:

The assignment is expected to achieve the following results:

  • continued transparent monitoring of school nutrition reform implementation in 2026;
  • improved public access to verified procurement and expenditure information;
  • enhanced analytical capacity of the Ministry and stakeholders;
  • upgraded digital monitoring infrastructure with expanded functionality;
  • improved transparency and corruption risk detection mechanisms;
  • increased civic and educational engagement through child-oriented monitoring tools;
  • increased awareness among schoolchildren regarding public accountability and reform implementation;
  • strengthened public communication and outreach through modern digital and AI-assisted content formats.

The Specific Deliverables are presented below in Table 1 with a tentative schedule. All results are expected to be provided in Ukrainian unless otherwise agreed. Electronic copies are to be sent by email to the particular EUACI contact person.

The timelines indicated in the table above are indicative. The Expert will reflect on and update the timelines for different activities while project implementation. Other deliverables are agreed upon with the EUACI.

Qualifications

It is assumed that the task will be performed by an IT expert (team of experts or company) who have relevant experience in implementing such projects. Registration as a legal entity, or private entrepreneur or NGO according to Ukrainian legislation.

Key qualifications of the Service Provider or team experts include:

General qualifications:

  • Bachelor’s or Master’s in Computer Science, Software Engineering, Data Science or related field.
  • 5+ years of full-stack web development.

Adequacy for the assignment:

  • Strong portfolio of modern, responsive dashboards.
  • Ability to design and implement financial-risk scoring algorithms.
  • Experience with KPI calculation and comparative analytics.
  • Experience deploying scalable web applications.
  • Proven ability to work with Ministries, NGOs, or multilateral donors.
  • Comfortable with tight deadlines and iterative delivery.
  • Knowledge of data privacy regulations and secure coding best practices will be an asset.

Experience with the region and languages:

  • Relevant working experience from the region.
  • Physical presence in Kyiv.
  • Fluency in Ukrainian and good English skills.

Budget, timeframe, and location:

The intended commencement date is the date of signature of the contract with the consultant and the period of implementation of the contract will be up to 6 months.

The maximum budget available for this assignment is EUR 20,000.00.

During this period, the Service provider will be expected to deliver a maximum of 117 workdays.

Proposals, where the Contract Price offered, exceed the above maximum budget will be rejected.

Payments will be made by parts with an advance payment of 30% of the contract amount and a final payment for the services of 70% of the contract amount.

Payments will require verification of completion of deliverables and approval by the Component Team Leader of the Service provider`s progress report.

Monitoring and evaluation:

Definition of indicators

The performance of the contractor will be judged upon reaching the purpose of this contract as well as obtaining its results, as indicated in the sections “Objective” and “Expected Deliverables” herein respectively.

Special requirements

By signing the contract, the contractor (and its representatives) agrees to hold in trust and confidence any information or documents (“confidential information”), disclosed to the contractor or discovered by the contractor or prepared by the contractor in the course of or as a result of the implementation of the contract and agrees that it shall be used only for the purposes of the contract implementation and shall not be disclosed to any third party without EUACI authorization.

The contractor reports to the EUACI. The contractor shall de-brief the EUACI prior to finalizing the assignment.

The developed deliverables can be checked (as a quality assurance) and payments will be provided by the quality assurance results.

Bidding details

The bidder must submit the following information to be considered:

  1. CV of the bidder or CVs of a core project team (no more than 2 pages for each one);
  2. Portfolio of no less than 3 relevant implemented projects;
  3. A budget for the services in EUR, inclusive of all taxes or other such charges with a calculation of 117 working days (Annex 1).

The contract budget cannot exceed EUR 20,000.00.
