Background and context
Supporting anti-corruption efforts in Ukraine remains a high political priority for the European Union, the United Kingdom and Denmark. By combating corruption and strengthening preventive controls, the international partners contribute to the consolidation of democracy, sustainable economic growth, effective reconstruction and Ukraine’s successful approximation with the European Union.
The European Union Anti-Corruption Initiative (EUACI) in Ukraine is a joint programme funded by the European Union and UK International Development, and co-financed and implemented by the Ministry of Foreign Affairs of Denmark. The EUACI supports Ukraine’s efforts to reduce corruption at national and local levels by empowering citizens, civil society, businesses and state institutions. In early 2024, the EUACI entered Phase III, which runs until mid-2027. One of the Programme’s priorities is to support transparent, accountable, efficient and integrity-based construction.
During Phase III, the EUACI has developed a broad and growing portfolio of construction and reconstruction activities. These include the modernisation of school canteens, asessment of kitchen-factory facilities, construction of social housing for internally displaced persons, reconstruction of sports facilities, and other social infrastructure projects. Future activities may also cover shelters and additional types of public infrastructure. The engagements may involve review of design and project documentation, cost estimates and technical solutions; procurement analysis; financial and sanctions-related analysis; remote and on-site monitoring of construction; and support at the acceptance and completion stages.
The most advanced cooperation model has been developed with the Ministry of Education and Science of Ukraine and the School Nutrition Reform Team. It combines preventive review, expert consultations, risk identification, procurement analysis and construction monitoring. The EUACI also cooperates, with other ministries, public authorities, municipalities, construction customers, development partners and international financial institutions on construction-related policies, projects and tools.
The portfolio is implemented through several interconnected activities and requires inputs from construction, engineering, legal, procurement, integrity, data and IT experts. As the number and complexity of engagements increase, the EUACI requires senior construction expertise to coordinate technical inputs, ensure consistent professional standards, preserve institutional knowledge and support the translation of practical construction-monitoring needs into methodologies, regulatory instruments and digital solutions.
The EUACI is also developing and considering IT solutions, dashboards that support risk-based monitoring. The State Inspection of Architecture and Urban Planning of Ukraine (DIAM) has expressed interest in cooperating on the development of IT solutions. The EUACI also supports the development of IT solutions and dashboards for risk-based monitoring. This includes a request from SOE Prozorro to engage four consultants to update the Prozorro e-procurement system in line with the new Law on Public Procurement.
The Senior Construction Expert may therefore be engaged to help define data fields, workflows, risk indicators and validation procedures, and to support consultations and testing with the relevant users and stakeholders.
Against this background, the EUACI intends to engage a Senior Construction Expert to provide high-level technical, coordination and advisory support for selected construction activities and to help prevent and mitigate risks, including corruption and sanctions-related risks. The Expert will be engaged in specific activities based on the Programme’s needs and the decision of the EUACI Team Lead. The Team Lead will set priorities, assign tasks, coordinate the Expert’s work and approve the results.
Objective
The overall objective is to strengthen the quality, coordination and risk prevention of the EUACI’s construction activities through senior technical expertise.
The Expert will coordinate technical work, advise on construction processes and risks, support the development of methodologies and IT tools, prepare programme documents, and provide expert support to public authorities and other stakeholders.
Scope of work:
The scope of work of the assignment includes different tasks, including, but not necessarily limited to:
Technical analysis and expert support
- Support construction experts in reviewing project, design, procurement and other technical documentation.
- Analyse technical issues arising during project preparation, procurement, construction and completion.
- Identify technical and implementation risks and provide practical recommendations for their prevention and mitigation.
Construction monitoring
- Participate in remote monitoring, site visits, technical meetings and reviews of construction progress.
- Review relevant supporting documents and help follow up on identified issues and recommendations.
- The Expert shall not replace statutory technical supervision, author supervision, or state control.
Methodologies and regulatory documents
- Contribute to the development of methodologies, regulatory documents, risk indicators, checklists, templates and monitoring tools.
- Systematise lessons learned and adapt technical approaches to different types of construction projects.
- Support the preparation of guidance and training materials.
IT solutions
- Provide construction expertise for the development and testing of IT solutions, dashboards and analytical tools.
- Support consultations with DIAM, Prozorro and other relevant stakeholders.
Meetings and programme support
- Organise and participate in meetings, consultations, workshops and technical discussions.
- Provide technical advice to the Ministry of Education and Science, other public authorities and relevant stakeholders.
- Contribute to the preparation of ToRs, analytical notes, technical specifications, reports, presentations and other programme documents.
Other tasks
The Expert may perform other relevant tasks assigned or approved by the EUACI Team Lead.
Expected Deliverables
The Service Provider shall deliver the outputs presented in Table 1. All substantive methodology products and tools are expected to be provided in Ukrainian unless otherwise agreed. The final report shall be submitted in Ukrainian and English. Editable electronic copies shall be provided to the designated EUACI contact person.

Qualifications
The contract will be awarded to the expert meeting the following criteria:
General qualifications:
- A minimum of a Bachelor’s degree in construction, civil engineering, architecture, public administration or a related field.
- At least ten years of relevant professional experience in construction, design, technical supervision, construction management, project implementation, quality control, construction audit, cost-estimate analysis or a related area.
- Fluency in Ukrainian and working knowledge of English sufficient for professional communication and the preparation or review of technical documents.
- Ability to explain complex technical issues clearly to both technical and non-technical audiences.
- Ability to work independently, manage several assignments and deliver high-quality results within deadlines.
- Strong professional integrity and the ability to work constructively with public authorities, experts and other stakeholders.
Adequacy for the assignment:
- Strong knowledge of Ukrainian construction legislation, standards and procedures, including project documentation, cost estimates, technical and author supervision, construction records, acceptance and commissioning.
- Experience with public-sector, municipal, donor-funded or international financial institution-financed construction projects.
- Experience contributing to draft legal and regulatory acts, methodologies, institutional procedures, technical specifications and Terms of Reference.
- Knowledge of public procurement, public investment management and Ukraine Facility requirements.
Budget, timeframe, and location
The intended commencement date is the date of signature of the contract with the Adviser and the period of implementation of the contract will be 10 months.
The maximum budget available for this assignment is 28 500 EUR (that includes up to 125 EUR daily rate for up to 220 working days and up to 1000 EUR of business trips as well as costs related to travel).
During this period, the contractor will be expected to deliver a maximum of 220 workdays, including up to 5 travel days.
Proposals, where the Contract Price offered, exceed the above maximum budget will be rejected.
Payments will require verification of deliverables and approval by the EUACI Component Team Leader of the Expert ’s progress report.
Primary location: Ukraine; remote and in-person work, primarily in Kyiv, with travel to other locations as required and approved.
Reporting and management
Definition of indicators
The performance of the contractor will be judged upon reaching the purpose of this contract as well as obtaining its results, as indicated in the sections “Objective” and “Expected Deliverables” herein respectively.
Special requirements
By signing the contract, the contractor (and its representatives) agrees to hold in trust and confidence any information or documents (“confidential information”), disclosed to the contractor or discovered by the contractor or prepared by the contractor in the course of or as a result of the implementation of the contract and agrees that it shall be used only for the purposes of the contract implementation and shall not be disclosed to any third party without EUACI authorization.
The contractor reports to the EUACI. The contractor shall de-brief the EUACI prior to finalizing the assignment.

The bidder must submit the following information to be considered:
- The CV (no more than three pages long) that should include a description of the previous relevant assignments, and key duties on this assignment.
- Portfolio with the similar activity.
- Information about the level of daily fee, inclusive of all taxes or other such charges (Annex 1)
If these documents are not submitted in line with the request above, the bid will not be considered.

The contract budget cannot exceed 28,500 EUR.
