Background

EU4Reconstruction supports Ukrainian municipalities in strengthening strategic governance, improving public investment management, and enhancing their capacity to plan and implement recovery and reconstruction in line with European standards.

As part of this support, EU4Reconstruction is working closely with the Mykolaiv City Council to strengthen institutional capacities for strategic planning, strategic governance, and public investment management (PIM). The Programme aims to support the City in translating strategic priorities into implementable programmes and projects, strengthening links between strategic planning, budgeting, and investment planning, and improving institutional arrangements for managing recovery and reconstruction processes.

To support these objectives, EU4Reconstruction seeks to engage an Advisor on Strategic Planning and Public Investment Management Support in Mykolaiv, who will serve as the principal local coordination and implementation focal point for the Programme. The Advisor will work closely with the EU4Reconstruction team, the Mykolaiv City Council, municipal departments, and international experts to facilitate the implementation of programme activities, strengthen institutional capacity, and support the practical implementation of governance improvements related to recovery and reconstruction.

Objective and Key Results

The objective of the assignment is to provide embedded advisory, coordination, and implementation support to the Mykolaiv City Council on behalf of the EU4Reconstruction programme in order to strengthen institutional capacities for strategic planning, reconstruction management, and public investment management.

The Advisor will facilitate the implementation of technical assistance provided under EU4Reconstruction, promote effective coordination among municipal departments and stakeholders, and support the institutionalisation of improved governance and investment management practices. The assignment will contribute to strengthening the implementation and monitoring of the Mykolaiv Development Strategy, improving the integration of strategic planning with budgeting and public investment management, supporting the development of a high-quality pipeline of recovery and development projects, and strengthening the capacity of municipal staff through continuous advisory support, coaching, and knowledge transfer.

By the completion of the assignment, the Mykolaiv City Council is expected to have strengthened institutional arrangements for strategic governance, enhanced public investment management capacities, improved coordination of recovery and investment initiatives, increased implementation capacity, and strengthened organisational ownership of governance improvements introduced under the EU4Reconstruction programme.

Required Qualifications

The assignment is open to qualified individual experts with demonstrated experience in strategic advisory, public sector reform, institutional development, municipal governance, or implementation of development and reform initiatives in cooperation with local, regional, or national public authorities.

Applicants shall possess a Master’s degree in Public Administration, Economics, Public Policy, Political Science, Law, Urban and Regional Development, Finance, Governance, Project Management, or another relevant field, together with at least seven years of relevant professional experience.

Applicants should demonstrate experience in one or more of the following areas:

  • strategic planning and performance-oriented governance;
  • public investment management and investment planning;
  • municipal development, recovery and reconstruction planning;
  • project preparation and investment readiness;
  • local governance and public administration reform.

Experience supporting municipalities or other public institutions in developing and implementing strategic plans, investment frameworks, or institutional reforms will be considered a strong asset. Experience working with international organisations, donor-funded programmes, or technical assistance projects will also be considered an advantage.

Applicants shall demonstrate excellent coordination, stakeholder engagement, analytical, organisational, and communication skills, as well as fluency in Ukrainian and a good command of English.

Budget, Duration and Submission of Applications

The maximum budget available for this assignment is up to EUR 24,000 (exclusive of VAT). The contract also provides for reimbursement of approved travel and subsistence expenses of up to EUR 2,000 in accordance with the applicable EU4Reconstruction travel rules.

The assignment is expected to commence following contract signature and will be implemented over a period of 12 months. The Advisor will be primarily based in Mykolaiv and is expected to maintain a regular on-site presence throughout the assignment.
