The EU Anti-Corruption Initiative in Ukraine (EUACI)

 

The EUACI is launching a new phase for the period of 2024-2027 and is looking for a IT Expert.

At the EUACI, we are making a difference in preventing and fighting corruption in Ukraine. We are working with the main anti-corruption stakeholders. We work with the government and the parliament, the anti-corruption institutions, the Ministry and Agency of Restoration, the Integrity Cities and civil society and media. We provide strategic capacity building, institutional and legislative support. We are bringing the best international anti-corruption expertise to Ukraine.

The EUACI

The EUACI is a joint EU and Government of Denmark financed programme aimed at supporting Ukraine in its efforts to reduce corruption at the national and local level through the empowerment of citizens, civil society and state institutions. In January 2024, a new phase of the EUACI is launched. The strategic objectives are that: Corruption in Ukraine is reduced; Ukraine advances with anti-corruption reform; and Reconstruction in war-affected areas of Ukraine is implemented within a framework that incorporates transparency, accountability and integrity.

The EUACI has four intervention areas, namely:

  • Support to independent state institutions fighting and preventing corruption; 

  • Transparency and accountability of the reconstruction process; 

  • Support cities in war-affected areas in enhancing integrity in the reconstruction process;

  • Civil society and media in preventing and fighting corruption.

     

The position

Title: IT Expert

Place of service: The EUACI office in Kyiv.

Contract: We offer a labour contract for a fulltime position with the Danish embassy.

Conditions: A salary according to qualifications and embassy staff policy and a benefit package as for embassy staff, including performance bonus, health insurance and five weeks of paid holidays.

Team: The IT Expert is part of the Team on Support to independent state institutions fighting and preventing corruption, and will work under supervision of the Team Leader of Component 1. The IT expert will also provide IT support to all EUACI staff.

 

Area of Responsibility/tasks

  • Support and manage the EUACI’s IT capacity building of anti-corruption agencies and other EUACI partners and identify together with them the IT capacity building needs.

  • Provide support in the timely identification and screening of programme consultants/contractors for the needed support, as well as in the creation of Terms of Reference and support in processing of contracts.

  • Develop technical specifications/Terms of Reference (including hardware, software, training, maintenance and support and implementation service) in compliance with relevant policies and procedures.

  • Review/validate technical specifications/Terms of Reference on IT prepared by anti-corruption agencies for completeness, accuracy and compliance with relevant policies, procedures and standards.

  • Monitor the implementation of IT projects, facilitate processes and coordination and suggest improvements.

  • Manage contracts of external IT experts and other service providers.

  • Serve as a technical expert during meetings with partners on IT issues.

  • Ensure timely preparation and submission of all reporting information, reports and documentation.

  • Act as the in-house EUACI IT expert and provide IT support to all staff.

  • Assist with other technical duties as agreed with Team Leader and EUACI Management.

 

Demand Profile/Qualifications

  • Higher education with the relevant Master’s/Specialist degree in telecommunication, information technology or other related technical field

  • At least 5 - 10 years of professional working experience in telecommunication, information technology or other related technical field

  • Experience in the implementation (design/planning/project management) of IT projects funded by international donors would be an advantage

  • Experience in designing technical specifications/terms of reference for supply of IT equipment/solutions in the public sector will be an asset 

  • Good written and verbal communication skills 

  • Excellent interpersonal skills and the ability to work constructively with others within and outside the team

  • Experience in the area of Procurement would be an advantage

  • Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit

  • Fluency in Ukrainian and excellent English language skills is required

  • Keen sense of ethics, integrity, and credibility
