EUACI brings leading world experts to advise Ukraine’s anti-corruption institutions

The EU Anti-Corruption Initiative (EUACI) has launched the #AntiCorSquad campaign to introduce top anti-corruption experts. The EUACI selected them on a competitive basis to advise the anti-corruption agencies in Ukraine.

In particular, the EUACI is bringing European expertise to facilitate:

  • the National Anti-Corruption Bureau (NABU) with the update of their Strategy and Implementation Plan;
  • the High Anti-Corruption Court (HACC) with the strategic planning and institutional development; increasing effectiveness and efficiency of judicial processes;
  • the Asset Recovery and Management Agency (ARMA) with asset management technical assessment.


Currently, the following top-experts are working with Ukraine’s anti-corruption agencies:

Aidan Larkin
Founder & CEO of Asset Reality, a former criminal investigator and seized asset manager, previously managed an international, multi-million dollar portfolio of seized assets for various international law enforcement agencies.

Aleš Zalar
President of the European Center for Dispute Resolution (ECDR), a retired judge, Slovenian Minister of Justice (2008-2012), and Minister for Home Affairs (2011–2012).

Drago Kos
Chair of the OECD Working Group on Bribery in International Business Transactions, Co-Chair of MENA – OECD Business Integrity Network. Between 2003 and 2011 he was the Chairman of the Council of Europe’s Group of States against Corruption (GRECO).

Sir Anthony Hooper
Retired judge of the Court of Appeal of England and Wales, former professor of law, head of Public Council of International Experts, a member of Matrix Chambers.

Martin Kreutner
Renowned and widely recognized international counsel in anti-corruption. From 2004 to 2012, he was President of the (Council of Europe area) network European Partners Against Corruption. Among his other functions, Mr. Kreutner is a senior anti-corruption advisor for the United Nations, the Council of Europe, the European Union, the OSCE, Transparency International, and the World Bank.

Tinatin Goletian
Lawyer with a specialization in international law. She has held managerial positions in the Foreign Affairs and Justice ministries of Georgia, State Audit Office, Office of Public Defender, and Office of Prosecutor General. Tinatin Goletiani has more than 10 years of academic experience teaching international law-related subjects in Georgia and abroad.
