Congratulations to the High Anti-Corruption Court on its new Institutional Strategy

For the first time ever, the High Anti-Corruption Court of Ukraine, HACC, now has a long-term development strategy with clear and ambitious objectives, with a vision and values. 

On 20 November 2025, the Assembly of Judges of HACC approved the HACC Strategy for 2026–2028. The document defines the Court’s strategic focus for the next three years and outlines a systemic approach to increasing the effectiveness of justice.

The Strategy was developed with the support of the EU Anti-Corruption Initiative in Ukraine (EUACI) and is the result of joint efforts by HACC judges and staff, as well as EUACI experts.

The Strategy is based on an in-depth analysis of the challenges faced by the Court and the search for solutions that enable the combination of judicial independence and efficiency with public trust.

HACC’s strategic focus for the coming years is the development of an effective, results-oriented Court. The document also outlines five strategic goals, encompassing the effectiveness of justice, operational efficiency, resource capacity, the development of systematic communication, trust in the Court, and the development of an organisational culture and judicial self-governance.
