Ukraine’s Reconstruction as a Test of Maturity: Transparency, Reputation, and EU Integration

A discussion panel on how to ensure transparency and accountability in Ukraine’s reconstruction — even amid war, corruption risks, and information attacks — took place on the sidelines of the Donbas Media Forum in Kyiv. The panel was organized by the Recovery Window media network with the support of IMS (International Media Support).

“The reconstruction sector traditionally carries numerous risks — from corruption to reputational ones. That’s why it is crucial to embed anti-corruption mechanisms at the earliest stages of project development,”

said Dmytro Yakymchuk, Senior Project Manager of the Integrity Reconstruction component of the EU Anti-Corruption Initiative (EUACI), who participated in the discussion.

How the EUACI helps make reconstruction transparent

Together with the Agency of Restoration, the EUACI has developed several systemic tools to minimize corruption risks and strengthen integrity in reconstruction processes:

  1. Systematic work with procurement of services and the creation of the Centralized Procurement Organization (CPO) — the first institution in Ukraine responsible for procuring construction works, materials, and related services in a systematic, efficient, and transparent way.

    The CPO standardizes procurement procedures, centralizes large tenders, and establishes unified qualification criteria to ensure the effective use of public funds, attract more bidders, and minimize the risks of abuse.
  2. Anti-Corruption Programs and Risk Registers

    In 2023, 22 Regional Offices for Restoration (RORs) and infrastructure development approved anti-corruption programs and risk registers developed with the support of EUACI experts. Systematic work is now underway to prevent corruption threats, strengthen internal policies, and analyze program implementation together with the EUACI and the Agency of Restoration.
  3. Procurement Risk Assessment System

    The development of an electronic system of procurement risk indicators for the Agency of Restoration is nearing completion. Its purpose is to monitor and verify all procurements by regional reconstruction offices, identify potential risks, and enable early intervention before tenders are finalized.
  4. Construction Price Monitoring

    The EUACI, together with the Agency of Restoration, has developed a Procedure for Analyzing Current Prices for Construction Materials, which enables Regional Offices for Restoration to make informed decisions on pricing, market analysis, and evaluation of construction projects.

These tools represent only part of the comprehensive support that the EU Anti-Corruption Initiative provides to help Ukraine strengthen integrity and transparency in the reconstruction sector ensuring that public resources are used efficiently and responsibly on the path toward recovery and EU integration.
