Enhancing Infrastructure Procurement Procedures of Chernivtsi

Improving procurement policies for key construction-related works is one of the focus areas of cooperation between the EU Anti-Corruption Initiative (EUACI) and the Integrity Cities.

The Chernivtsi City Council launched a pilot project on monitoring prices for resources used in infrastructure repairs for projects over 200,000 UAH.

The implementation of a price monitoring mechanism was one of the key recommendations following an assessment of procurement policies and procedures. The assessment was conducted in 2024 by the CSO Centre for Public Monitoring and Research with the EUACI support.

The main goal is to ensure justified prices for material resources, reduce the risk of overpricing procurement and increase the efficiency of using budget funds.

How will the monitoring system work?

  • At the project planning stage – prices will be analyzed and approved based on the regional average indicators.
  • At the procurement stage – contracting authorities will compare suppliers’ bids with project documentation and established market prices.
  • The average price calculation will follow a transparent formula, incorporating official data, commercial proposals, and analytical reports.
