Ukrainian businesses see growing progress in integrity and reform, but call for stronger enforcement

A survey of Business Leaders conducted by Technology of Progress reveals that most respondents acknowledge visible changes in transparency and integrity across government institutions. 52% said they had no encounters with corruption in the past month.

At the same time, business leaders stress the need to maintain momentum: 42% believe reforms are moving in the right direction, while many link further success to strengthening the rule of law and reforming law enforcement agencies.

Customs and tax reform remain in focus. Respondents highlight the importance of digitalisation, automation, and reducing bureaucracy to ensure fairness and efficiency.

Among the key reform priorities to improve the business climate, respondents emphasized the need for changes in the judicial system (56%), law enforcement (35%), and customs (31%)
