On 23 April 2025 in Kyiv, the State Agency for Restoration and Development of Ukraine’s Infrastructure (SARDI) officially presented the newly established Centralized Procurement Organization (CPO) with support of the EUACI. The CPO is designed to become a cornerstone of the new public procurement system for rebuilding Ukraine’s infrastructure.
The CPO is established to enhance integrity, transparency, and professionalism of public procurement within reconstruction. The event brought together high-level state officials, representatives of state bodies, international partners, and civil society.
Welcoming remarks were delivered by Oleksiy Kuleba, Vice Prime Minister for Restoration and Minister for Communities and Territories Development of Ukraine; Stefan Schleuning, Head of Cooperation of the EU Delegation to Ukraine; and Allan Pagh Kristensen, Head of the EUACI.

“Reconstruction must be fast and of the highest quality — there is a clear demand for this from our citizens. Yet above all, resources must be spent transparently, and the process must be clear and accountable. That is precisely why we have created the CPO, with unified rules, standardized procedures, and independent oversight,” emphasized Vice Prime Minister Kuleba.

“When we began working with the Restoration Agency more than two years ago, it became clear that procurement by the regional offices carried significant corruption risks. Centralizing procurement of critical infrastructure was therefore a logical step. The EUACI has supported the establishment of the CPO, focusing on integrating values of transparency, accountability and integrity in the CPO model”, mentioned Allan Pagh Kristensen, Head of the EU Anti-Corruption Initiative (EUACI).
During the event, Serhiy Sukhomlyn, Head of SARDI, presented the CPO’s concept and operational model, developed with support of EUACI’s experts. He highlighted how procurement centralization will ensure proper management of public resources in the context of the large-scale post-war reconstruction.
EUACI supports the design and launch of the CPO as part of a comprehensive reform of Ukraine’s public procurement framework, aimed at reducing corruption risks, increasing transparency, and building trust in the reconstruction process.
