Review of the Structures of Mykolaiv City Council Launched with EUACI Support

The review of the Mykolaiv City Council kicked off on 7 February with a launching event in Mykolaiv. The review will be conducted by EY Ukraine, one of the world’s largest international consulting companies. 

 EY consultants plan to conduct a comprehensive assessment of the functions of the City Council. In particular, they will analyze management models, performance, business processes, as well as assess the use of IT tools, corruption risks, policies and procedures. 

 “Mykolaiv is a city that faces challenges daily, requiring the city council not only to react, but also to adapt, grow and develop. The EU Anti-Corruption Initiative supports the city council in its efforts to improve and systematize its organizational structure, making it more transparent and efficient,” the head of the EUACI’s Integrity Cities component, Taras Sluchyk, highlighted during the meeting.

The EY team presented a comprehensive work plan and outlined the scope of the review. At the first stage, the consultants will conduct interviews, analyze the regulatory framework, and study the current organizational structure of departments and key processes of the City Council.

“Mykolaiv City Council aims to enhance efficiency and build trust among citizens and partners. To achieve this goal, we are focused on creating a transparent and accountable environment that is resilient to corruption risks. I am grateful to our main partner, the EU Anti-Corruption Initiative, for supporting the project as well as other ideas along the way,” Mykolaiv Mayor Oleksandr Sienkevych said.  

The project will last 18 weeks and be conducted in close cooperation between EY, Mykolaiv City Council and the EUACI. A new organizational structure of the municipality and a Transition Plan will be proposed based on the results of the assessment.
