Transformation of public procurement in the Agency for Restoration 

Regional Offices for Restorations (RoRs) have approved a new public procurement framework new, developed by the Agency for Restoration with the EUACI support. 

From now on, purchases of goods, works and services for all needs will be carried out according to a single procedure. The framework introduces a unified approach for all regional RoR, covering every stage of the procurement process – planning, selecting procedures, estimating costs, preparing bids, announcing tenders, qualifying winners, publishing contracts, and monitoring execution. It also ensures open communication with the market.

Each stage outlines the roles, responsibilities, and interactions of specialists, specifies document forms, and provides clear rules and procedures. They are based on the best practices of recovery services as well as other government customers. 

Also, the framework addresses the specifics of wartime conditions, namely, it prescribes the process of selecting a contractor for direct contracts procurements.

“The document builds on previous team efforts and covers all project types, including civil and road construction, road and checkpoint maintenance, and special projects like water supply construction and energy protection. Combined with our Methodical Recommendations on specific procurement areas (such as civil construction and road maintenance), the new framework forms a comprehensive set of effective practices for responsible procurement,” explains Oleksandr Nakhod, Capacity Building Office expert on procurement management, who led the project.
