The National Anti-Corruption Bureau of Ukraine has become the first law enforcement agency to undergo an external independent evaluation (audit). This is a groundbreaking development. It follows an important safeguard incorporated in NABU’s legislation to ensure the performance and independence of NABU.
The conclusions of the independent commission of international experts are clear: NABU has achieved its general desirable objectives to some extent, and has in place control mechanisms to mitigate some of its major risks; NABU has reported increases in the numbers of criminal proceedings initiated, indictments and convictions; NABU delivers a high performance in detecting and investigating top-level corruption. Overall, NABU’s performance was assessed as being moderately effective.
The assessment notes that the lack of autonomous wiretapping capabilities and the lack of an independent forensic unit are challenging NABU and hinders its effectiveness. The EU has raised these issues with the Government of Ukraine on numerous occasions.
The evaluation covered NABU’s work from March 2023 to November 2024. It was conducted by a Сommission of three international experts appointed by the Cabinet of Ministers of Ukraine, nominated by international and foreign organizations. This is a key step in strengthening trust in the institution and advancing the development of Ukraine’s anti-corruption infrastructure.
