Some Ukrainian cities are constantly being damaged and Ukraine is facing a large-scale reconstruction for years to come.
Technical supervision plays a key role in the construction process. It is precisely intended to verify the existing and completed scope of work, ensure the quality of construction works, and guarantee the efficient use of resources.
In cooperation with market participants, clients, and contractors, the EUACI team conducted a comprehensive assessment of corruption risks in the technical supervision sector, based on detailed evaluations carried out in Chernivtsi, Zhytomyr, and Mykolaiv.
Among the main existing risks are:
Lack of clear rules for procurement and the conclusion of non‑competitive contracts, creating room for abuse.
Direct contracts often concluded without competition, fostering favoritism.
Lack of reporting, unclear roles of engineers, and informal staff replacements.
The report will serve as a basis for possible policy changes in the field of technical supervision in the EUACI partner cities and at the national level.
