Risk-Oriented Internal Audit: New Horizons for Integrity Cities

Transparency, accountability, and efficiency in local governance are the principles that the EU Anti-Corruption Initiative (EUACI) promotes in its work with partner cities. Among our joint plans for the coming year is the implementation of internal audit functions—an instrument designed to ensure a systematic approach to assessing and improving the management of municipal resources.

This week, 20 representatives from five EUACI partner cities gathered in Kyiv to enhance their professional knowledge and skills in the field of internal audit.

Over three days, together with experts from PwC Academy Ukraine, Iryna Blinova and Daryna Andriychuk, the participants sought answers to key questions:

  •  What is internal audit, and what principles guide it?
  •  Where does the internal audit service fit within the organization’s structure?
  • How can audit objects be identified?
  • How should internal audit activities be planned and conducted?
  • How should reports on audit results be prepared?
  • How can the implementation of audit recommendations be monitored and reported?

In addition to theoretical knowledge, participants had the opportunity to consolidate their learning during a practical session on organizing internal audit processes.

Invited guests included Dmytro Serhiyenko, Director of the Internal Audit Department at JSC “Ukrzaliznytsia”; Lyudmyla Bilokudria, Head of the Internal Audit Service at JSC “Ukroboronprom”; and Oksana Koltyk, Director of the Department of Internal Financial Control and Audit at the Kyiv City State Administration.

They shared practical cases and answered participants’ questions during the training sessions.

Strengthening the capacity of city council teams in Integrity Cities is a key part of the EU Anti-Corruption Initiative’s mission. We value the commitment to gaining new knowledge and look forward to being a reliable partner in this important area.
