Recent high-profile investigations demonstrate that Ukraine’s anti-corruption bodies are independent, capable, and delivering remarkable results 

The “Midas” operation conducted by the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) about corruption in Ukraine’s energy sector has once again proven that these institutions are working independently, professionally, and with tangible results. 

“This investigation shows that anti-corruption bodies are in place and functioning in Ukraine. The fight against corruption has been central to our enlargement package. It requires continuous efforts to guarantee a strong capacity to combat corruption and ensure respect for the rule of law,”

the European Commission spokesperson Guillaume Mercier said.

Fighting corruption remains one of Ukraine’s key reform priorities and a fundamental requirement on its path toward EU membership. The European Commission’s 2025 Enlargement Report highlights the need for Ukraine to “advance its anti-corruption framework and prevent any backsliding on its notable reform achievements.” The report also stresses the importance of ensuring that NABU, SAPO, and the High Anti-Corruption Court remain fully independent and effective.

“Ukraine continues to fight not only against Russia but also for the trust of its citizens and international partners. It’s a strong signal that Ukraine’s independent institutions are working — and that corruption cannot be tolerated, even among high-ranking officials,”

EU Ambassador to Ukraine Katarína Mathernová wrote.
